Next to an honest, able and <lb />
confidence-commanding judiciary <lb />
comes an honest, able and <lb />
legislature, <lb />
and especially no at a time like <lb />
this when a wild legislature with <lb />
conceptions of what ought <lb />
to constitute public policies would <lb />
do a world of harm, and put ob- <lb />
in the way of the State's <lb />
development and progress <lb />
it would take years to remove. <lb />
For the past few years the ten- <lb />
of migration and of capital <lb />
seeking investment has been <lb />
South-ward. Within this time <lb />
thousands of good, substantial, <lb />
intelligent people from the West <lb />
have moved into Southern States <lb />
and farms, where they have <lb />
made homes, while have <lb />
found employment or gone <lb />
business in our towns and cities <lb />
and become identified with <lb />
It is a noteworthy fact that the <lb />
most of this immigration and cap- <lb />
ital has come into the States <lb />
which the most Democratic, <lb />
and where there is the least like <lb />
of the State <lb />
passing other <lb />
Arkansas, Louisiana. <lb />
Mississippi, nod <lb />
have received the bulk of this <lb />
immigration, .-u d also of the <lb />
North Carolina is now attract- <lb />
attention, <lb />
resulting man letters asking <lb />
for information as lands, <lb />
soil, products, climate, etc, and <lb />
the probabilities are the <lb />
near future a considerable <lb />
of the tide of immigration <lb />
will turn into this State, as will <lb />
also a considerable portion of the <lb />
capital seeking investment. <lb />
But both will be conditional on <lb />
the regaining mid r dis <lb />
conservative safe man- <lb />
ensuring quilt, order, <lb />
stability, respect for the law not <lb />
only by the people, but by those <lb />
entrusted with power, and the <lb />
of the law. have <lb />
all this now. How long would <lb />
we have it if the <lb />
of th mercenary alliance <lb />
the Radicals an tho <lb />
Populists succeeded electing <lb />
men whom they have <lb />
for the legislature Such a <lb />
combination would worse than <lb />
a legislature composed of a de- <lb />
majority of either, for it <lb />
would represent tho most ob- <lb />
and repulsive features <lb />
of both, without the redeeming <lb />
features of either, if they have <lb />
any redeeming It would <lb />
be a revolutionary legislature, <lb />
and among the first things it <lb />
would do would be to redistrict <lb />
the State, and so apportion the <lb />
districts that the revolutionary <lb />
element would have practical con- <lb />
of it for years to come. <lb />
The next thing it do <lb />
would be to call a State <lb />
to make a new constitution <lb />
to take the of the present <lb />
one under whose wise provisions <lb />
North Carolina has prospered and <lb />
her people have been as well gov <lb />
as any people in any of tho <lb />
States and better than most of <lb />
them. They have been warring <lb />
upon our county government sys- <lb />
which has been the bulwark <lb />
of our people against corruption <lb />
and ignorance, and with power in <lb />
their hands they might <lb />
destroying what they have thus <lb />
far only been able to assail. We <lb />
would have the battle of 1872 to <lb />
fight ever again, and there would <lb />
be and unrest from <lb />
one end of the State to the other, <lb />
bitterness and race <lb />
aroused, and turmoil, confusion <lb />
and excitement where before were <lb />
quiet, peace order. Progress <lb />
and development would both <lb />
come to a standstill, idleness <lb />
and poverty would be the lot of <lb />
thousands of who are <lb />
now employed and earn fair daily <lb />
wages to buy their bread. <lb />
With a conflict us this <lb />
aging, with a State torn and dis- <lb />
what homo seeker or man <lb />
with capital to would <lb />
to come and run the risks <lb />
that such a condition would en- <lb />
tail t The man with sense enough <lb />
to keep out of the tire, would <lb />
give North Carolina a wide berth, <lb />
and seek a home or a field for the <lb />
investment of his money a <lb />
State where they sen d crazy men <lb />
to the asylums bid men to <lb />
the penitentiary instead of the <lb />
Legislature <lb />
This to be to <lb />
North <lb />
sire tho peace and prosperity of <lb />
tho State resolve to keep the Log <lb />
safe hands ; but that <lb />
is not all. The Legislature to be <lb />
elected the 6th of November <lb />
will be entrusted with the <lb />
duty of choosing two <lb />
States Senators to succeed the <lb />
idolized and <lb />
Senator Do North Car- <lb />
who have any State pride, <lb />
or any respect for tho they <lb />
c ill their own, wish to these <lb />
two seats which have filled <lb />
with so much to her <lb />
by who <lb />
have crawled into them through <lb />
tho of a disgusting <lb />
treacherous alliance <lb />
tricksters, some of whom aspire <lb />
to get there but never could in a <lb />
bold, straight and manly way <lb />
It is understood, it is a part of <lb />
the entered by these <lb />
traders that if they succeed in <lb />
a majority of tho <lb />
a Republican and a <lb />
list will go to the and the <lb />
probabilities that it will be <lb />
Dr. Mott, tho groat finer, whose <lb />
has been spent in political <lb />
scheming, Marion Butler, <lb />
who now hobbles around tho <lb />
late Col. Polk's shoes, which <lb />
too large for him. This would <lb />
mean not only the humiliation <lb />
and disgrace of North Carolina <lb />
but the loss of two Democratic <lb />
from a Senate in which <lb />
tho Democrats now have a bare <lb />
majority, and this would mean <lb />
practically, we made gains <lb />
in some other States, a stoppage <lb />
to further Democratic legislation <lb />
on the tariff, finances or <lb />
question involving the welfare <lb />
of the people, which the Demo- <lb />
party desires to settle. <lb />
is too much at <lb />
both from a State and national <lb />
standpoint, to let tho next <lb />
pass the control of the <lb />
revolutionary unscrupulous <lb />
gang who plotting work- <lb />
to capture <lb />

well defined theories and <lb />
principles, which I believe should <lb />
control the political policy this <lb />
country. Among these, in <lb />
are to be found <lb />
tariff for revenue and protection <lb />
to American industry, a sound <lb />
and stable based on <lb />
both gold and and <lb />
volume to transact the <lb />
of the government with- <lb />
out depression of prices, but op <lb />
posed to the free and <lb />
coinage of silver into dollars of <lb />
an inferior value. In <lb />
national politics, as I understand <lb />
it, the Populists party are opposed <lb />
to a protective tariff, in favor of <lb />
free coinage of silver at its pres- <lb />
ratio, for govern- <lb />
of railroads, for <lb />
sub-treasuries bonded ware- <lb />
houses and other things the <lb />
Republican party has never de- <lb />
for. And, there being <lb />
these radical differences between <lb />
the Republican and Populist <lb />
parties, it is not surprising that <lb />
they do not readily unite in sup- <lb />
port of candidates of the opposite <lb />

Mrs. Patsy Brooks, another <lb />

THE CHINESE NAVY. <lb />
Her Effective Ships Were Built In <lb />
European Yards. <lb />
China has long recognized the <lb />
of a navy, and her fleet of <lb />
war-junks was, before the <lb />
of ships of war, <lb />
very extensive, but her experience <lb />
in tho with Great <lb />
Britain led her to suspect that <lb />
these vessels of venerable de- <lb />
sign were not all she imagined <lb />
to be; but events move slowly in <lb />
China, and twenty-five years <lb />
elapsed before that suspicion be- <lb />
came a certainty and she could <lb />
bring herself to believe that her war- <lb />
junks were worthless. <lb />
In 1867 and in some gunboats <lb />
were built for her in England, and a <lb />
few in her own ports, but they were <lb />
all small, and it was not until 1872 <lb />
that a 3,400-ton wooden frigate, con- <lb />
of Chinese labor under for- <lb />
direction, was launched at <lb />
Shanghai. Since then a number of <lb />
composite and one steel vessels have <lb />
been turned out by the Chinese <lb />
dock yards, tho three largest of <lb />
them being tons displacement, <lb />
the balance of less than 1,800 tons; <lb />
so that to-day her really effective <lb />
ships, viz., five armored, four pro- <lb />
and thirteen partially pro- <lb />
vessels, were furnished by <lb />
European ship yards. <lb />
On January 1886, the ships of <lb />
war, which up to that time had been <lb />
attached to provinces, under the <lb />
orders of the viceroys, were, by <lb />
decree, merged into a national <lb />
navy, and under the direction of a. <lb />
naval board of control, established <lb />
at Peking. <lb />
At last accounts there was no <lb />
fixed limit to the and men, <lb />
the number being regulated by the <lb />
requirements of the service. <lb />
There are two naval academies, <lb />
one at the other at <lb />
The entering age of the can- <lb />
is from thirteen to twenty <lb />
years, and the course extends over <lb />
five years. It embraces the study of <lb />
English and the regular scientific <lb />
studies pertaining to the naval pro- <lb />
The cadets then go to sea <lb />
for a further three years, and after <lb />
a final examination become officers. <lb />
In addition to the two academies <lb />
there are schools of navigation, of <lb />
marine engineering and for torpedo <lb />

Novel Way of Saving a Burning Vessel. <lb />
One of the most brilliant pieces of <lb />
ocean-wrecking seamanship on rec- <lb />
whereby the vessel, far out in <lb />
the Atlantic with her cargo on fire, <lb />
was saved and brought safely to port, <lb />
was performed on board the Amer- <lb />
ship John Jay, commanded by <lb />
Capt. Samuel Jackson. <lb />
When two weeks out the cargo <lb />
was discovered to be on fire. The <lb />
captain determined upon his course <lb />
of action. He had the carpenter <lb />
lowered over the rail, and Instructed <lb />
him to bore several holes low down <lb />
by the water line. The vessel was <lb />
then put on the other tack so that <lb />
she would be heeled over on the side <lb />
where the holes had been made. <lb />
The water shot through these <lb />
openings, and after tho ship had <lb />
been allowed to sink almost to the <lb />
level of tho deck, she was put around <lb />
on the other tack again, so that the <lb />
holes came within two or three feet <lb />
of the top of the water. Several of <lb />
the sailors, with lines made fast <lb />
their arms and holding long <lb />
wooden pegs and hammers, slid <lb />
down along the side, steadying them- <lb />
selves by ropes that had been passed <lb />
under the vessel and hauled taut, so <lb />
that they of the <lb />
holes. Tho tapering pins were <lb />
thrust into tho openings and knocked <lb />
tight, then the vessel was put be- <lb />
fore the wind to get her on an even <lb />
keel, and tho crew turned to and <lb />
