                <p>This volume contains speeches made on the occasion of the presentation in 1957 of a portrait of Herbert C. Bonner to the Committee on Merchant Marine and Fisheries of the U.S. House of Representatives. Bonner was chairman of this committee. The portrait was presented by Hon. Sam Rayburn, who was Speaker of the House at that time and the portrait was unveiled by Bonner's wife. Bonner (16 May 1891- 7 November 1965) was born in Washington, Beaufort County, N.C. He graduated from Graham School, located in Warrenton, N.C., and worked in sales and in agriculture. He was a sergeant during World War I and was elected into Congress in1940 and served until his death in 1965.

                <head>Author Biography</head>
                <p>Herbert Covington Bonner (16 May 1891-7 Nov. 1965) was born in Washington, Beaufort County, the son of Hannah Selby Hare and Macon Herbert Bonner. He served in World War I as a sergeant and then entered officer training school in France.  In 1921 he went to Washington to assist Congressman Lindsay C. Warren. In 1940 he was elected as a Democrat to represent North Carolina's First Congressional District. He maintained this position until his death.  He served as chairman of the House Marine Fisheries Committee.  During World War II he headed the committee that investigated war profiteering and he was also a member of the House Un-American Activities Committee. He was married to Eva Hassell Hackney.</p>
