                <p>The Hon. John H. Small, of North Carolina, addressed the United States House of Representatives on May 23, 1912, and read a speech that R.D.W. Connor had made at a Confederate Memorial Day celebration in Washington, North Carolina, on May 10, 1912. The speech addresses why Americans, and especially North Carolinians, should celebrate Memorial Day and how the state must look to the future.

        <head>Author Biography</head>
        <p>John Humphrey Small  was born August 29, 1858, in Washington, North Carolina, to John H. and Sally A. Sanderson Small. He attended the Washington public schools and graduated from Trinity College. After being admitted to the bar in 1881, Small served as a reading clerk for the state senate, as Beaufort County superintendent of public instruction, and as solicitor of the inferior court. He also became the editor of the North Carolina <title>State Press</title>, which he renamed the <title>Washington Gazette</title>. Other political positions held by Small include Washington City Council, attorney for the Beaufort County Board of Commissioners, mayor of Washington, member of the fifty-sixth Congress, ten times elected to the House of Representatives, as well as a delegate to the Democratic state conventions for several years. While pursing his political career, Small's biggest dream was to see the Atlantic Intracoastal Waterway become a reality. In 1920, Small joined the legal staff of the Securities and Exchange Commission.

        <p>John Humphrey Small married Isabella C. Wharton on June 11, 1890, and they had one daughter, May Belle. He died July 13, 1946, and is buried in Oakdale Cemetery in Washington, North Carolina.</p>
