The Union Agricultural, Mechanical and Commercial Society, at Newbern, was incorporated in 1860 by the North Carolina General Assembly. This legislation protected the society's fairground and physical structures, including a racetrack, from vandalism. The society's purpose was to promote, encourage, and uplift the agricultural nature of Craven County. Some of its founding members include William H. Oliver (Recording Secretary), William B. Wadsworth (President), and John M.F. Harrison (Corresponding Secretary).
