Dear Edmund:
I have asked Claude Love to confer with Mr. Gill and then write you what will be necessary in order to have available for local expenditure the moneys provided for the Bath celebration.
There will, I think, have to be an accounting for the funds and perhaps the State Auditor will make an audit some time before the end of the fiscal year after the expenditures have been made. Since the State moneys will constitute only a part of the expenditures, it may be that separate accounts should be kept of expenditure of State moneys.
Mr. Gibbs might find it advisable to talk with Mr. Henry Bridges, State Auditor, to ascertain his views about handling and accounting for the funds.
Of course, I shall be happy to extend an invitation to the Council of State to attend, but it seems to me that it would be highly desirable if the Commission or Mr. Brooks as Mayor would write to the following State officials:
Edwin Gill, Treasurer
Thad Eure, Secretary of State
Henry Bridges, Auditor
Dr. Charles F. Carroll, Superintendent of Public Instruction
Charles F. Gold, Commissioner of Insurance
Frank Crane, Commissioner of Labor
L. Y. Ballentine, Commissioner of Agriculture
These constitute the Council of State. Certainly an invitation should be extended to:
Luther Barnhardt, Concord, Lt. Governor
L. I. Moore, Speaker of the House of Representatives.
