The Hanna-McEinley combine do not
wish Secretery Eherman to take the
etump in Ohio ; they ere afraid that he
will say something that ought not to
be said, either about the alleged Cuban
necicy or about the various indignities
which have been put upon him since
he was forced out of the Senate and
gato the Cabinet. Knowing the old
man to possess the stubbornness char -
acteristic of the Shermaz = ily they
have not attempted to bulldoze him
into making speeches ia the Ohio
campaign, but have attacked bim upon
his weakest side, For many years
Mr. Sherman has been one cf the
greatest sticklers for a maintenance of
the properties of official life, and that
18 what the Hanna~McKiuley combine
has been working on. How much thvy
have impreseed the old man may be
judged trom his reply when asked how
goon he was going to ohio and what
part he expected to take in the cam-
peign. He said he did not expect to
be in the State letore the first ot
Oztober, and that it was not certain
that he would take any vart in the
campaign, and that it was not custum-
ary for the Secretary of state to make
political speeches. If somebody doesnTt
open bis eyes Mr, Sherman will make
no specches,
bors Platt came over New
York this week to urge upon M1, Me-

Kinley the speedy appointinem of the
Plait candidates tor tue Federal offices
in New York which have not yet been
filled with Republicans. He told Mr.
McKiniey that be wanted the prestige
or naming these officers now, for the
assistance it would give him in the
ereater New York muuicipal campaign;
and if he was rot to be all:wed to
name them, be wanted to know at the
earliest possible moment. Itis undar-
stood that Mr, Platt talked to Mr.
McKinley more hike a man who had
the right to demand things than one
who asks them as a favor, and that his

The dec'sion of Judge Cox, in the
case of Wecds against the Postmasser
General, that the recent civil service
rules promulgated by Mr. McKinley
have no authority in law, and that the
legal right ot the head of a government
d. partment to remove his subordinates
without giving any reason therefor,
was hardly in print before the Civil
Service Commisrion, which is credited
with responsibility for the authorship
