This picture was taken in Oct. 1971 when Leo Jenkins was participating in a Council on Education briefing at the White House. The location of the photo is a walkway leading to the Rose Garden. Jenkins was the NC representative of the American Association of State Colleges and Universities, one of 50 such representatives to attend. His meeting with Nixon was reported in The Fountainhead, Oct. 19, 1971. The meeting was on Friday, Oct. 15.
