Photograph mounted on cardboard with handwritten note on verso: "Left to right - Captain Randolph Smith, his daughter Jessica, and J. T. B. Hoover. Captain Smith designed the 'Stars and Bars.' To establish this fact, at his death, his daughter moved to Washington so that she could present his claim. This she was successful in. When the U.D.C. met in NYC in the early '40s the NY Times carried a full page picture of her transcribed 'The daughters of the South invade the North.'" Date approximated.
