Second from right not Howard Hodges!
In Elm Street Park photo-left unk, then Bill Whebee, Gene West, A. C. Ruffin, Wesley Harvey, John A. Collins, Sr.
The gentleman in the middle is former Mayor S. Eugene West. My Daddy, Charles Wesley Harvey is the 2nd man to his right and to his right is Roger (I think) Collins. These three men were all City Council members during this time.
