The gentleman on the right is a "Captain" and the gentleman on the left is a "Technical Sergeant". At the time the rank of "Technical Sergeant" served as the district supervisor (the job is held by "First Sergeants" today) and was two ranks lower than Captain ("Lieutenant" came between the two) The rank of "Technical Sergeant" was replaced by the short lived "2nd Lieutenant" in 1971, 2nd lieutenant itself would merge with "1st Lieutenant" sometime in the late 70's and revert back to the generic "Lieutenant" still used today.
