Howard Joyner is the son of the scout leader,Willie (Buster) Joyner.
There were was one African American Eagle Scouts from Troop 191 in November 1961, and two in January 1962. More than likely this is a photo of all three - I'll research to confirm. Cornelius Williams (11/61), Howard Joyner and Larry Joyner (1/62).
