Looks like probably South African (SAAF) markings & color scheme. Also probably post-WWII because looks un-armed. SAAF used these boats well after war's end.SAAF began purchasing from US in '42 & were armed with two twin .50 positions adjacent to flying bridge. The guns were mounted in well defined wells within the sloping bridge sides in war-time boats - similar to the PTs.The 85 foot boats were also mounted with a 20mm cannon (40mm later in war) at the stern end, and were even known to add a 20mm at the bow. Don't know if 63 footers monted cannons. Will have to look into that.
This is a WWII 63' Air Sea Rescue Boat. Mid-engine model, most likely 1943-1945. These boats are also known as AVR, ASR, ASRC and Crash Boats.

ASR's built in 1945 were 85 ft. long with twin 671 diesels w/ V drives...slept four in forward locker, had four staterooms aft and an enclosed cockpit with a very large aft deck. This one looks a bit short to me.
