The ECU Board of Trustees was established by the legislative act of 1907 that created the East Carolina Training School. The board of trustees was authorized to act for the state as a corporate body, "to acquire and hold property ...to manage and conduct" the operation of the school and "do all other things necesary for the carrying out of the provisions and purposes of this act." The law also specified in some detail the procedures for electing nine citizens from eastern North Carolina to serve on the board of trustees, chaired by the state superintendent of public instruction. Following the 1972 reorganization of higher education in North Carolina, primarly authority became vested in the UNC system board of governors, and the ECU board of trustees assumed a more supportive role. According to the University of North Carolina Code of Operations:
"Each Board of Trustees shall promote the sound development of its institution within the functions prescribed for it, helping it to serve the people of the State in a way that wil complement the activities of the other instutions and aiding it to perform at a high level of excellence in every area of endeavor. Each Board of Trustees shall serve as adviser to the Board of Governors on matters pertaining to its institution and shall also serve as adviser to the Chancellor concerning the management and development of the institution."
The Records of the East Carolina University Board of Trustees includes the official meeting minutes of the Board, committee minutes, audio recordings of board meetings, biennial reports for the Governor of North Carolina, and biographical information about Board of Trustee members. The records begin in 1907 when the East Carolina Teachers Training School was chartered and continue through the present.
