Biographical/historical information

Herbert Horton Rountree (1921-March 14,1998) was raised in Farmville, N.C., and attended the University of North Carolina where he received an A.B. (1943) and an L.LB. (1950). Rountree was commissioner for the town of Farmville (1955-1957) and assistant attorney general for North Carolina (1959-1962). Elected to the N.C. General Assembly in 1967, he served until 1980 and was speaker pro tem of the House during 1977-1979. During his terms in the House, Rountree was a member of the Advisory Budget Committee (1977-1979); the Joint Committee on Government Operations (1977-1979), Legislative Services Committee (1971-1979); chair of the House Committee on Congressional Redistricting (1971); chair of the House Committee on Appropriations- Base Budget (1973); member of the Committee on Sentencing, Criminal Punishment, and Rehabilitation (1974); and a member of the Health Manpower Study Committee (1973). Since leaving the General Assembly, Rountree has served as a district judge in the N.C. Court System.

Scope and arrangement

The collection is broken down into six groups: (1) Constituent Correspondence, (2) Committee Files, (3) Commission Files, (4) Department Files, (5) Subject Files, and (6) Reports.

Constituent correspondence largely, though not entirely, consists of correspondence from Pitt County residents and reflects local problems and interests. Education is a major topic. The removal of the Wahl-Coates School from East Carolina University, the purchase of land for the school, and the actual move are noted in 1969. Vocational education (1971) and adult education classes available through community colleges (1973) reflect an interest both within and beyond the county. The controversysurrounding the upgrading of technical institutes to community colleges is discussed in light of the conversion of Pitt Technical Institute (1975-1977). Community college status is also of interest in the Committee on Government Operations file (1978) and the Committee on Higher Education file (1975), where the upgrading of Halifax Technical Institute is discussed. Educational support and teacher salaries are recurrent topics. Desegregation in Pitt County schools and the abolition of separate school tax districts are discussed in 1973.

The proposed development of subdivisions in Ayden (1969), the possibility of annexing municipalities (1971), the development of towns in Pitt County (1976-1977), and incorporation for Eastern Pines (1977) are all topics of discussion. Eminent domain and "quick take" for gaining rights-of-way are discussed in light of the development of utilities in the county (1977). The Chicod Creek Watershed Project, Swift Creek Drainage Basin, and drainage districts in general are topics of county-wide interest (1977).

Other correspondence in the file includes a letter from J. William Copeland (1974) expressing his intention of running for Associate Justice Susie Sharp's vacant seat on the N.C. Supreme Court and a letter from Robert Morgan (1974) urging Rountree's support for a pretrial criminal procedure act.

Rountree's major committees are reflected in a series of committee files. For the most part, the materials include copies of reports, minutes, bill drafts, and revisions and recommendations, with occasional correspondence promoting a position or requesting support. The major committee represented is the Appropriations Committee (1971-1980). Subcommittee minutes, allocation formulas, auditor's recommendations, base budget, and supplemental appropriations are all of interest as is a request by Leo Jenkins for funding of East Carolina University's Regional Development Institute (1971). The University of North Carolina system is a focus of the Committee on Higher Education in 1975 in a proposal to bring Wesleyan College into the UNC system and move the Medical School from East Carolina University to Wesleyan. Included in this file are Board of Governors minutes and correspondence with President William Friday.

Materials from the Congressional Redistricting Committee (1971) include meeting minutes, maps of the various plans proposed, drafts of bills, and background information.

The Commission on Sentencing, Criminal Punishment, and Rehabilitation file includes recommendations and minutes of the Subcommittee on Rehabilitation (1974). The Courts Commission file includes minutes, a draft of a bill to amend the N.C. Constitution, and recommendations (1970-1972).

Liquor-by-the-drink and mixed-beverages are important topics in a file on the ABC Law (1971), which includes reports and bill drafts. This topic also is reflected in the constituent correspondence for that year.

A personal folder includes a letter from Luther H. Hodges (1971), which advocates support for the development of the Research Triangle area. A letter from Robert W. Scott (1971) notes Forest Day and the state reforestation program and a letter from Walter B. Jones thanks Rountree for sending him a Jim Johnson cartoon.

Reports are included in many of the files as well as appearing topically and most frequently originate with the Legislative Research Commission or a General Assembly committee. Of particular interest are reports on gambling, taxation, retirement, utilities, transportation, and E.R.A. Three photographs show a Pitt County road in disrepair.
