Abstract:
The Civil Rights Act was Federal legislation and lawmakers needed to determine its execution within the state. One aspect of the bill causing the most confusion for state law enforcement concerned the public accommodations title. This clause made it illegal for public businesses to refuse service to anyone based on race, color, religion, or nationality. Such discrimination was illegal on the national level but caused problems for enforcement at the state level.
