United States Senator J.W. Baily discusses some of the foreign policies so far as future course of action may be concerned. For example, the President's power is limited by the special powers vested in Congress, Congress has the power of making war, the Senate has the power to ratify treaties.

Abstract:
The town of Yadkin College lies about ten miles west of Lexington, in Davidson County. Once a village of more than a hundred, today it has only one store, several dwellings and a post office. Yadkin College is now gone too, but was at one time one of the State's outstanding educational institutions, especially in the era following the American Civil War.

Colonel Alexander B. Andrews has served North Carolina not only as a solider during the American Civil War, but helped to build and maintain the railroads that were necessary for the State during the era of Reconstruction. He started his great building career as superintendent of the Raleigh and Gaston Railroad and helped to rehabilitate this line as well as the Richmond and Danville and the Asheville-Spartanburg line.
