The city of Durham invited residents to city hall to view the documentary \"Kids Killing Kids,\" and followed with a town meeting aimed at airing concerns over and suggesting solutions to the epidemic of violence among children.

Abstract:
\"Willie M.\" refers to a group of disturbed and mentally ill children and derives from a lawsuit against the State of North Carolina in 1979. Willie M. was one four plaintiffs in the case which argued that Willie had not received enough treatment from the state to remedy his violent and unpredictable behavior. The state's responsibility to this population of disturbed youth is reviewed through the lens of this case.
