Founded in 1937 by Guy Phillips, the N.C. School Boards Association represents local education boards before such groups as the General Assembly. It also provides services, including legal counsel, board retreats, and curriculum assessment.

Abstract:
Since its inception in 1971, members of the press and boards of education have had differing opinions on the N.C. Open Meetings Law. For example, both differ on what topics should be discussed in closed sessions. They also differ on the press's responsibility to report abuses of the law.

Whether it is constitutional or not to open a school board meeting with prayer depends upon a number of factors, including the purpose for having prayer, how individuals offering prayer are selected, and prayer content. Ford describes two important United States Supreme Court prayer cases, Lemon v. Kurtzman and March v. Chambers, then analyzes the law's application in different school board situations.

North Carolina does not have a standardized superintendent's contract because of the diversity of school boards, communities, and superintendents. There are a number of options that may by considered in contract negotiations between a school board and prospective superintendent. McColl discusses sixteen, including superintendent duties and authority, salary and other income-related provisions, and performance evaluation.

Crowell discusses ten things a school board needs to know about redistricting their school unit, including knowing that while the board is responsible for redistricting, the North Carolina General Statutes say nothing about the procedure and the U.S. Attorney General must approve their plan if their county is one of forty in the state covered by Section 5 of the Voting Rights Act.

Boards of education in North Carolina have great latitude in designing their hiring policies. There are no state statutes or regulations to require the boards to advertise or post notices of vacancies, interview any specific number of candidates, or conduct interviews in a certain way. The challenge to the boards is to put in place hiring procedures that increase the likelihood of identifying the best candidates while at the same time decreasing the chances of violating federal antidiscrimination statutes.

Controversy has surrounded Chatham County’s school board race. An error was made when drawing lines for the Board of Education Districts 13 years ago and was recently corrected. This change will affect the race for seats on the school board. The Board of Education has asked county commissioners to re-draw the districts. This would require the General Assembly to amend state law to change the rules on re-drawing districts and the changes may not happen before the election. Maps included in article.
