Abstract:
Until recently, strip development has been viewed primarily as a land use issue. Such development, however, has a strong relationship to the transportation system. Methods for dealing with the effects of strip development on roadways have rarely been handled in a consistent manner. Access management is a method for controlling the impacts of strip development on the roadway system which effectively balances the access needs of the roadways.

A large hole opened up on Glenn Road in northeast Durham after heavy storms hit the area last Sunday. The soil beneath the road became so drenched that it completely washed away in the stream. The road will be closed until the Department of Transportation conducts an engineering study to determine appropriate actions.

Thanks to the American Recovery and Reinvestment Act, North Carolina will receive more than $700 million for road construction and transportation infrastructure improvements. Job contract to fix roads and other infrastructure will also help provide thousands of jobs across the state.

The cost of constructing interstate highway interchanges have escalated steadily during the past couple decades, while North Carolina Highway Fund revenues have failed to keep pace. Maintaining the eighty-thousand-mile North Carolina highway system now consumes the bulk of available road dollars. This article discusses the highway system, construction, maintenance, and financing.
