Abstract:
North Carolina has a number of different kinds of gambling activities that are dealt with in the state's General Statutes. Some are broadly written; others are narrower and deal with specific kinds of gambling, like lotteries and slot machines. The article examines how the gambling statutes have been modified by local acts passed by the North Carolina General Assembly.

Abstract:
Through a loophole in a recently passed law, internet gambling is legal. Since then, sweepstakes cafes have been popping up in low-income areas across the Triangle. They most often open where minorities make up the majority of the population and are near places such as pawn shops and check-cashing businesses. Many are concerned about this loophole and the group these businesses target. A map is included showing all of the locations in the Triangle area where these cafes are located with census statistics on the population in each area.

The writer contends the most hard fought battle during the 2023 North Carolina legislative session was the effort to stop the massive expansion of predatory gambling in north Carolina. According to reports, some 70-plus lobbyists were hired by the gambling industry to apply pressure to state lawmakers.
