Recent years have seen substantial changes to North Carolina statutory law, but North Carolina criminal law and procedure have often been hampered by absence of an over-all plan. This article discusses the questions and concerns being addressed by the North Carolina Judicial Council.

North Carolina government in 2012 strengthened state law to make it more difficult for thieves to sell copper and for buyers to accept stolen copper. In October, thieves in Craven and Jones counties were almost electrocuted when they stole copper grounding wire from two electricity substations. This article discusses the criminal laws and life risks for stealing copper.
Abstract:
Currently, North Carolina is one of the leading states in imprisonment rates. Since 1970, the incarceration rate has seen a 615% increase with little evidence of decreasing. A new approach involving citations may help taxpayers and give low-level criminals a second chance.
