Abstract:
There are concerns about environmental degradation and about the relationship between industrial development and the health of the environment. Government intervention and promotion of technological innovation in the matter is nothing new. This article presents the study of technology-forcing policies in the development of emissions technology for mobile sources under the 1970 Clean Air Act.

In the mid-1990s, Asheville's air quality was in crisis mode as a result of pollution. The Clean Air Campaign was created to raise awareness and come up with ways to combat pollution, such as conserving energy and controlling emissions.

In January, the North Carolina Rules Review Commission returned to the Environmental Management Commission (EMC) rules the EMC had adopted in December 1993 for permitting under Title V of the Clean Air Act. At the February meeting, the EMC adopted the returned rules as temporary rules and set in motion the process for readopting them permanently.
