Abstract:
As North Carolina cities grow, they face the problem of administering authority of sprawl and subdivisions. This article looks at the scope of subdivision regulation in North Carolina, particularly at the scope of the laws, and penalties for evasion and how it is enforced.

This sand dune at Nag’s Head was made famous before five UNC seniors made it a class project’s subject. It was made famous—or infamous—by controversy generated between developers, environmentalists, and citizens from plans to build beachside subdivisions at its base.
