The author examines local responses to changes in economic growth and capital mobility by addressing differences in distinctly local styles of economic development planning. Capital mobility refers to the movement of industry to an area experiencing local economic growth, in the face of a current economically declining locale.

Abstract:
This article develops the concept of future-hindsight as a focal point for the application of an Outcomes-Methods-Resources approach to strategic human resources planning in North Carolina. The argument is made that employee displacement problems caused by an increasing rate of technological change will worsen unless strategic planning processes are expanded to include human resources management with involvement of managers at all levels.

Abstract:
The City of Raleigh Planning Department conducted a survey on management practices for protecting neighborhood character. The survey concluded that city-wide rezoning, neighborhood conservation and local historic districts, and preservation easements all allow for the character of structures and neighborhoods to remain intact.
