William Skinner, a native of Perquimans County, represented Perquimans County in the General Assembly and at the Constitutional Convention in 1788. He was treasurer of the Northern District from 1777-1779, treasurer for Edenton District from 1777-1784, and as Judge of the Admiralty Court until 1789. Skinner served as Brigadier General of the NC Militia for Edenton District from 1777-1779. He served as Perquimans County Clerk of Court and Sheriff and was named as a Town Commissioner of Hertford, NC.

Perquimans County is a region that has sustained inhabitants as well as history since the mid-17th-century. Boasting a historic bridge that has been in operation since 1758, Perquimans county also contains a library with genealogy holdings utilized by researchers from across the nation. Temporarily sustained by a small commercial fishing based centered around shad, herring, and perch, other industries in Perquimans County includes J.C. Blanchard & Co., the largest and oldest department store in the region. Notables from this locality include, Col. John Harvey, Major William Henry Bagley, Worth Bagley, Clinton White Toms, General John Elliott Wood, and Mrs. Sarah DeCrow, the first female Postmaster in America.

Comprised of land purchased by George Durant from Chief Kilcocanean of the Yeopim Native American Tribe in 1661, Perquimans County is comprised of two peninsulas that extend into Albemarle Sound. Containing three rivers, the Perquimans, Yeopim, and the Little, Perquimans County, encompassing some 167,040 acres, reportedly means, \"Land of beautiful women.\" A region exposed to a myriad of conflicts, religion, and history, the residents of Perquimans created their livelihoods based on the processing and exportation of corn, wheat, oats, cotton, wool, and fish.

Continuing his travels to the state's counties, Goerch explores Perquimans County, a Native American name that reportedly means, \"Land of Beautiful Women.\" Some of the earliest settlements in the state are located there. The courthouse was built in 1732. It is predominately an agricultural county; over seventy percent of its families live on farms. The nearby waters supply both commercial and sport fishing. The town of Hertford is a combination of the old and new with many houses over a century old.
