In view of the importance of motor vehicles and highway maintenance to citizens of North Carolina, much of the legislation passed by the 1945 General Assembly concerned such issues as highway patrol, license fees, driving age, and operation while intoxicated.

Thousands of preventable traffic accidents have occurred in North Carolina because of motor vehicle defects. North Carolina's Motor Vehicle Inspection Act provides for requirements and adjustments to prevent additional accidents.

When North Carolinians get in motor accidents in other states, or people from other states get into accidents in North Carolina, they will find aid in the Vehicle Safety Responsibility Law. Forty-three states now have a security safety responsibility statute which have a reciprocity clause.

Abstract:
Since the advent of the automobile, legislatures have been increasingly concerned with the problem of highway safety. Realizing the need for providing greater financial protection for users of the highway, the 1953 North Carolina General Assembly enacted a new Safety-Responsibility Law. The new law increases the likelihood of recompense for innocent accident victims, and brings North Carolina financial responsibility legislation in line with laws now in effect in the majority of other states.
