Strong private sector job creation in the second quarter of the fiscal year (Oct.-Dec.) has state withholdings and sales tax revenues running ahead of projections, perhaps providing legislators with as much as a $240 million surplus this spring.

Since 1963, the W. Kerr Scott Dam and Reservoir near Wilkesboro has benefitted the area by providing flood protection along the Yadkin River, as well as recreational opportunities and jobs. Operation Mainstream, a work-study program for the chronically unemployed, provides workers from Wilkes County to help clean up the debris left by the flood waters contained by the reservoir. In exchange, the workers get a paycheck, work counseling, and a basic education.

Recycling plastic bottles creates jobs for North Carolinians. Several recycling centers across the state turn old bottles into fabric fibers. The fibers can be used for a variety of products including t-shirts and car seat covers. The bottles are in such high demand that the Carolinas Plastics Recycling Council has started a campaign to increase the recycling of plastic bottles to support local manufacturers and businesses.

Giving a considerable kick-start to America’s economy and job development is small businesses. Experts are hopeful the recent uptick in entrepreneurial ventures will bring the needed economic and occupational boost. The author believes this trend’s continuation includes making establishment of innovative and disruptive businesses possible for the next generation. Hood believed this was possible through activities such as entrepreneurship education programs through 4-H clubs and the Raleigh Children’s Business Fair.

As a result of the recent federal welfare reform legislation, welfare recipients are being forced to find jobs. At the same time, the strong growth of the economy is leaving many Americans behind. Planners need to consider new ways to connect unemployed and underemployed people to jobs.
