Abstract:
The North Carolina Resource Center, funded by state and federal monies, assists lawyers defending indigent clients in capital cases. Detractors in the General Assembly, unhappy with some aspects of the center, are seeking to eliminate funding.

Abstract:
John Sterling Gardner, a NC death row inmate, may have been the victim of incompetent counsel. Sources allege that Bruce Fraser, Gardner's trial lawyer, was under the influence of drugs and alcohol during trial preparation and made no legitimate effort to defend Gardner. Apparently, this is not an isolated incident.
