Edmund Porter was born in Lower Norfolk County, VA., punished for being in Cary’s Rebellion, left North Carolina and returned to hold numerous posts in the NC government. In 1725, he was named Judge of the NC Admiralty Court and was elected to represent Chowan County in the Assembly. Porter got caught up in rancorous politics and fell in and out of grace with the different NC Governors. In 1733, Porter was elected to the Lower House from Chowan County and in 1734 returned to the NC Council. Porter died suddenly in late 1737.

James Craven, a native of England, appears in North Carolina in 1734 as Pasquotank Precinct Clerk of Court and then as Chowan County Clerk of Court in 1740. In 1751 he was appointed to serve as Secretary of NC Royal Council and in 1753 presented his commission as councilor. Craven was also a merchant.

Thomas Jones, a native of Gloucestershire, England, became clerk of Chowan County Court in 1758. He represented Chowan County in the NC Assemblies and all five sessions of the Provincial Congress between 1774 and 1776. He served on the Provincial Council in 1775-76, helped produce the ‘Halifax Resolves,’ and was on the committee to write a Declaration of rights and a constitution. Jones is credited with at least one third of the ordinances passed by Congress in December 1776.

William Hamilton Welch, a native of Chowan County, NC, was a banker in Kingstree, SC, served as a Williamsburg County Representative to the South Carolina Legislature, and was an owner of an Insurance Company.
