Reapportionment, or redistricting, is shaping up to be one of the key issues for the General Assembly, especially now that the state stands to gain a twelfth congressional seat. The balance of power between the three main regions of the state could shift considerably.
Abstract:
The redistricting challenge to the North Carolina General Assembly in 1971 is to establish eleven Congressional districts with as nearly equal representation in Washington as possible. Recent court rulings have indicated that anything less will be unacceptable, and if necessary the courts have threatened to do the job if the legislature cannot.
