Residents of Oakdale, an older neighborhood in Raleigh, are upset about plans to demolish old homes to make way for a new, larger home. Oakdale has not been designated as a historic district yet, but city officials believe the unrest created by the recent demolition will provoke residents to support preservation of the neighborhood.

Abstract:
On February 29, white Raleigh police officer Daniel Clay Twiddy shot and killed an African-American man named Akiel Denkins near the corner of Bragg and East streets in Southeast Raleigh. Events such as this have resulted in mistrust of the police department. Proposed policy changes will consider employing body cameras and establishing a community oversight board with the ability to investigate and subpoena the police.

The city council voted to bring a bike-share program to downtown Raleigh, a proposal that has enjoyed support from many downtown residents and businesses. The lone dissenter was council member Kay Crowder, who argues that the program will serve only eight-percent of the city’s population. She thinks that money would be better spent on upgrading existing infrastructure.

North Carolina lawmakers introduced legislation that would prohibit state and local health departments from issuing public advisories regarding drinking water contamination to well users and people on public water systems, as long as the levels of contamination are below state or federal clean water standards. If the law is passed, there could be serious health concerns.

In 2009, the North Carolina legislature launched SolarBees, a two-million dollar pilot program to test a cheaper water-cleaning alternative in Jordan Lake. Last week, the Department of Environmental Quality abandoned the SolarBees project because data indicated it was completely ineffective. Now the state must get serious about water quality in the lake that provides drinking water to Wake and Chatham counties.

Raleigh city manager Ruffin Hall unveiled his proposed budget last week, and it gives city employees a three-percent merit pay increase. But for the more than twenty-five hundred employees, that raise could effectively be erased by proposed changes to their health insurance coverage. In some cases, employees will actually take home less money.

At last week's public hearing, dozens of mostly white residents effusively praised Wake County's transit plan. African-Americans in Southeast Raleigh, however, don’t believe they will benefit from the plan. Most of those who rely on city buses say the transit system has been expensive, inequitable, and unreliable for years.

The North Carolina Senate passed its $22.2 billion budget on Friday, on a 26–13 party-line vote. Good things about the budget include a raise in teacher pay, elimination of the light rail funding cap, and reconsideration of historically black college and university tuition. Bad parts of the budget are cuts to low-income energy assistance, Jordan Lake clean-up, and education.

Foxx emphasized that Wake’s transit plan will be crucial to managing growth in the region. He also praised the county for its motto promoting an all-inclusive community.
