Local governments deal with two types of zoning decisions when considering rezoning: legislative zoning decisions, which affect the entire community by setting general policies applicable through the ordinance; and quasi-judicial decisions, which apply established ordinance policies to individual situations.

One of the most controversial natural resource management issues in North Carolina has been the debate surrounding the future of the Currituck Outer Banks. Although over $1 billion is spent each year in North Carolina for industry and business, only $71,850,000 remains in the state. To prevent over $1 billion from being lost outside North Carolina, Governor Hodges and others are pushing to get capital investment in plants to produce some of the items that are bought from other states.
