Harding, a native of Washington, North Carolina, chaired the committees in charge of the 250th anniversary celebrations in Bath. Harding was a retired insurance and fertilizer salesman who had turned to public speaking. Harding's connection with Bath went back to his childhood in the 1890s when his father had served as rector of both St. Peter's Episcopal Church in Washington and St. Thomas Episcopal Church in Bath.  </mods:abstract>
